PREAMBLE
WHEREAS, at the turn of this century
as the Muslims of India stood economically impoverished, politically isolated, disorganised,
and demoralised a well meaning group of Muslim leaders assembled in Dacca on 30th
December. 1906 and decided "that a political Association be formed styled All
India Muslim League";
WHEREAS, the Muslim League adopted
its definite ideology and creed in 1912 and defined its aims and objectives as under:-
1. Full responsible government of
India with adequate and effective safeguards for Muslims.
2. To protect and advance the political, religious and other rights and interests
of Muslim India.
3. To promote friendship and Union between the Muslims and other communities of
India.
4. To maintain and strengthen brotherly relations between the Muslims of India and
those of other countries".
WHEREAS, in 1936 when the federal
scheme of government enshrined in the Government of India Act of 1935 threatened
the vital interests of Indian Muslims, the Muslim League under the dynamic leadership
of Quaid-e-Azam Mohammad Ali Jinnah was transformed into an effective political
vehicle for aspirations of Muslim India.
WHEREAS, the historic resolution
of 1940 and the emergence of an independent state, 7 years later is a testimony
to the resolve and resilience of the Party as well as the calibre and dedication
of its leadership;
WHEREAS, after partition of India
and the creation of Pakistan, the Council of All India Muslim League in its last
meeting held in Karachi December 14-15, 1947 resolved:
"The Council now calls upon Muslims
of Pakistan and all other loyal citizens of the state to work for an ideal, democratic
state based on social justice as an upholder of human freedom and world peace in
which all its citizens will enjoy equal rights and be free from fear want and ignorance".
WHEREAS, it further resolved:
(1) That in place of the All-India
Muslim League there shall be separate Muslim League organisations for Pakistan and
the Indian Union.
(2) That all members of the Council
of the All-India Muslim League for the time being who have become ordinarily residents
of the territories comprised by Pakistan, or have settled therein, and all Muslim
members of the Pakistan Constituent Assembly who are primary members of the Muslim
League do hereby constitute the Council of Pakistan Muslim League"
WHEREAS, gradual political decline
of Pakistan Muslim League unleashed undemocratic forces in the country resulting
in repeated imposition of Martial Law, political moral and economic stagnation and
ultimately disintegration of the country;
WHEREAS, upon lifting of restriction on political association in 1985, men and women
dedicated to the ideals for which Pakistan was achieved undertook to rekindle the
ideas and ideals of Quaid-e-Azam and his worthy colleagues and re-established the
Pakistan Muslim League;
WHEREAS, rapid popularity of Pakistan
Muslim League in successive elections and resurgence of popular support for its
ideals has now made it the largest political party of the country;
NOW THEREFORE, we the inheritors
of the traditions of Muslim League and its political ideals, through the Council
of Pakistan Muslim League, recommit ourselves through this Constitution which is
reflective of our desire to realize the dreams of our forefathers and make Pakistan
an ideal Islamic democratic state based on social justice, as an upholder of human
freedom and world peace, in which all citizens will enjoy equal rights and be free
from want, ignorance and fear.
CHAPTER - I
INTRODUCTORY
Name
1. The party shall be called Pakistan
Muslim League (N).
Aims And Objectives
2. The aims and objectives of the
Pakistan Muslim League (N) shall be:
(i) To safeguard and preserve the
sovereignty and integrity and to uphold the ideology of Pakistan;
(ii) To uphold and protect the constitution of Islamic Republic of Pakistan.
(iii) To ensure:-
(a) that the principles of democracy, freedom, equality, tolerance and social justice
as enunciated by Islam are fully observed and enforced in Pakistan;
(b) that the Muslims of Pakistan are enabled to order their lives in the individual
and collective spheres in accordance with the teachings and requirements of Islam
as set out in the Holy Quran and the Sunnah;
(c) that the fundamental rights including, equality of opportunity and before law,
social, economic and political justice, and freedom 'of thought, expression, belief,
faith, worship and association, are guaranteed to all citizens of Pakistan,
(d) that the legitimate interests of minorities are fully safeguarded and they are
free to profess and practice their religion;
(e) that special and generous treatment shall be accorded to backward sections of
population with a view to accelerate their educational, economic and social progress;
(f) that the independence and impartiality of the judiciary are fully secured and
maintained ; and
(g) that practical steps are taken to advance the moral, material, social, economic
and cultural life of the nation with a view to enable the people of Pakistan to
attain their rightful and honoured place amongst the nations and make their full contribution towards peace, prosperity and progress of humanity.
(iv) to establish and maintain friendly
relations with other peace loving nations of the world and specially to strengthen
fraternal relations and solidarity with other Muslim States;
(v) to promote the cause of peace,
freedom, justice and democracy throughout the world; and
(vi) to take practical steps from time to time for the achievement and furtherance
of these aims.
(vii) Members of PML (N) shall uphold the constitution of Islamic Republic of Pakistan
and shall not undermine the sovereignty and integrity of Pakistan public order to
public morality or indulge in corrupt practices or terrorism and shall not promote
sectarian regional or provincial hatred or animosity.
Party flag:
3. The flag of Pakistan Muslim League
shall be green, with a crescent and a star in the middle, as adopted by the All
India Muslim League.
CHAPTER - II
CENTRAL ORGANISATION
Organization
4. The Pakistan Muslim League (N)
shall be a popular and democratic organisation.
5. The organization of the Pakistan
Muslim League (N) shall consist of :-
(i) The Convention of the Pakistan
Muslim League constituted under Article 23;
(ii) The Council of Pakistan Muslim League as constituted under Article 29;
(iii) The Central Working Committee of Pakistan Muslim League as constituted under
Article 44 ;
(iv) The Central Parliamentary Board of the Pakistan Muslim League under Article
53;
(v) The Provincial Muslim Leagues as constituted and affiliated to Pakistan Muslim
League under Article 61;
(vi) Islamabad Federal Capital Muslim League as constituted under Article 89, 90;
(vii) The District and City Muslim League and their branches as constituted under
Articles 95 and 96;
(viii) Specialized Wings of Pakistan Muslim League as constituted under Articles
55-59;
(ix) Northern Areas Muslim League Under Article 92, 93;
(x) Muslim League FATA (as and when constituted).
(xi) Overseas Branches of the Pakistan Muslim League as constituted and affiliated
to Pakistan Muslim League under Articles 114-119.
Qualifications for membership
6. Membership of the Pakistan Muslim
League shall be open to all adult citizens of Pakistan who are not members of any
other political organisation declared as such by the Working Committee of the Pakistan
Muslim League and that he/she. (i) signs a declaration that he/she is in agreement
with the aims and objects of the Pakistan Muslim League and will abide by its rules
and constitution and (ii) pays the prescribed subscription in advance.
7. Only members of the Pakistan Muslim
League will be eligible to become office bearers of different tiers of the Party.
8. The triennial subscription for
the membership of Primary Muslim League as determined periodically by the CWC shall
expire on the last day of December, every third year irrespective of the date of
enrolment;
8A. The membership fee of the party
will be Rs. 12/- per year and the party will issue membership card to each member
of the party.
Office-Bearers
9. There shall be the following office-bearers
of the Pakistan Muslim League:
(a) Chairman
(b) President
(c) Senior Vice Presidents as may be necessary
(d) Vice Presidents as may be necessary
(e) Secretary General
(f) Additional Secretary Generals
(f) Chief Co-ordinator
(h) Finance Secretary
(i) Information Secretary
(j) Overseas Organization Secretary
(k) Joint Secretaries as may be necessary
Chairman will perform such functions as the President and CWC may assign him to
perform.
The President may ask one or more
Vice Presidents to serve as Senior Vice President. He may also appoint other Secretaries
for specific subject.
"The President may ask one of the
Senior Vice President to act as Acting President."
9A. "No person will be appointed
or serve as an office bearer of the party if he/she is not qualified to be or disqualified
from being elected or chosen as member of majlis shoora (Parliament)," under article
62 & 63 of the constitution of Islamic Republic of Pakistan except for the condition
of Graduation.
Electoral College
10. The President of the Pakistan
Muslim League (N) and all central office bearers shall be elected by the Pakistan
Muslim League Council.
Election of Office-bearers
11. The party leader and other office
bearer at Federal/Provincial /local levels should be elected through secret ballot
based on democratic and transparent system according to the procedure laid down
by Central Working Committee.
Eligibility for Re-election
12. All office-bearers of the Pakistan
Muslim League shall hold office till the next election and shall be eligible for
re-election.
Resignation
13. An office-bearer may resign from
his office and such resignation may be addressed to the President or Secretary General
of the Pakistan Muslim League.
Powers of the President
14. (a) The President of the Pakistan
Muslim League shall be the Head of
the entire organization, shall exercise all the powers inherent in his
office and shall see that the office bearers and organizations work
consonance with the Constitution of the Pakistan Muslim League and any bye-laws
adopted under the Constitution.
(b) President may nominate any member of party as office bearer(s) of the party
as defined in article 9 till the election for the respective office(s) is held.
Acting President
15. During the temporary absence
or illness of the President, the President may nominate one of the Senior Vice Presidents
or Vice Presidents to perform his functions for that period;
Provided that the powers of forming,
expanding, reshuffling or reconstituting the Working Committee of Pakistan Muslim
League or of nominating members of the Council under Article 29(i), shall not be
exercisable by the Vice President when acting as President.
Vacancy of the Office of President
16. If the office of the President
falls vacant due to death or resignation or any other reason before the expiry of
the term of his office, it shall be duty of the Secretary General to convene within
seven days a meeting of the Central Working Committee to elect an acting President
and fix a date for the meeting of the Council of PML within 45 days of the occurrence
of the vacancy to elect the President.
The Secretary General
17. The Secretary General shall exercise
all the powers delegated to him by the President, Working Committee or the Council
of the Pakistan Muslim League.
18. The Secretary General shall exercise
all the powers and discharge all duties laid down and incidental to the enforcement
of these rules and generally to his office.
19. The Secretary General shall appoint
and supervise the work of the staff of the Central Secretariat of the Pakistan Muslim
League.
20. The Secretary General shall have
the authority to grant leave of absence with or without pay to staff and the authority
to punish or suspend them but all cases of dismissal shall be reported to the Central
Working Committee.
21. The Secretary General, in case
of emergency and relating to the matters not affecting the fundamental principles
of the Constitution of the Pakistan Muslim League, may with the approval of the
President, take such action on behalf of the Central Working Committee as he deems
expedient; provided that any action so taken shall be reported to the Central Working
Committee at the next meeting for confirmation.
21(A). Secretaries assigned different
functions shall assist the Secretary General and perform such duties under his guidance
as may be entrusted to them.
21(B) Secretary General with the approval of President shall issue agenda for the
regular CWC meeting at least 10 days before the date of the meeting.
21(C). During his temporary absence or illness the Secretary General with the consent
of the President may delegate his power(s) to the Additional Secretary General.
Chief Coordinator
22. Chief Co-ordinator shall supervise
the mobilisational and organizational development of the party in consultation with
the President, provincial Muslim Leagues/ wings.
The Convention
23. The Convention of the Pakistan
Muslim League shall consist of the following:
(a) The Members of the Pakistan Muslim League Council;
(b) The Members of the Provincial Muslim League Councils;
(c) The President and General Secretary of a District and City Muslim League;
(d) Three delegates nominated by each District and City Muslim League Council;
(e) 20 delegates nominated by Muslim League Northern Areas and 20 delegates nominated
by Muslim League FATA as and when constituted;
(f) The President and General Secretary of Overseas Branches of Pakistan Muslim
League in each country or their nominees; and
(g) Other persons invited by the President provided the persons invited are members
of the Muslim League.
Time and venue of Session
24. A session of the Convention of
the Pakistan Muslim League may be held at such time and place as the Working Committee
or the President of the Pakistan Muslim League may determine.
25. Every member of the Convention
shall pay a fee of Rs.50 before attending a session, or any fee determined by CWC
from time to time.
Quorum
26. The quorum for a session of the
Convention shall be one fourth of the total membership.
Functions
27. The Convention shall periodically
review the affairs of Pakistan Muslim. League and recommend measures to strengthen
the party.
28. The Central Working Committee
of the Pakistan Muslim League shall act as a Subject Committee to frame and adopt
resolutions to be placed before the Convention.
The Council
29. The Council of the Pakistan Muslim
League shall consist of the following:
(a) 340 members elected by the Council
of Punjab Provincial Muslim League.
(b) 135 members elected by the Council of Sindh Provincial Muslim League.
(c) 110 members elected by the Council of NWFP Provincial Muslim League.
(d) 40 members elected by the Council of Baluchistan Provincial Muslim League.
(e) 15 members elected by the Council of Islamabad Federal Capital Territory Muslim
League.
(f) 10 members nominated by Muslim League Northern Areas.
(g) The Presidents and General-Secretaries of the Provincial Muslim Leagues and
the Islamabad Federal Capital Territory Muslim League.
(h) The Office-bearers of the Pakistan Muslim League, including Presidents and General
Secretaries of Specialized Wings at the federal and provincial levels.
(i) 100 members nominated by the President to provide adequate representation to
special interest groups.
(j) Such number of members nominated by Muslim League FATA as may be allocated to
it as and when it is constituted.
(k) The President and General Secretary of Overseas Branches of Pakistan Muslim
League in each country.
Ex-officio Members
30. The Members of the Parliament
who belong to the Pakistan Muslim League Parliamentary Party shall be ex-officio
members of the Pakistan Muslim League Council.
Term of Office
31. Duration of the membership of
the Pakistan Muslim League Council shall be 3 years, but members would continue
to serve in the Council until new members are elected to replace them.
32. The President shall, twelve months
before the expiry of the term of the Council, notify the date by which the constituent
bodies should elect their representatives to the Council of Pakistan Muslim League.
33. In case a Provincial Muslim League
Council fails to elect their representatives within the prescribed period, the Working
Committee of Pakistan Muslim League shall have the power to nominate members from
the defaulting Province.
Attendance Fee
34. Every member of the Pakistan
Muslim League Council shall pay, in advance, a fee of Rs. 100, before attending
a session or any fee determined by CWC from time to time.
Meetings of the Council
35. (a) The Pakistan Muslim League
Council shall meet at the discretion
of the President, provided that he shall convene at least one
meeting in every calendar year.
(b) President Pakistan Muslim League shall convene special meeting of the PML council
at any time to discus party organizational as well as other matters.
Requisition for Meeting
36. A special meeting of the Pakistan
Muslim League Council shall be convened if the Secretary General receives a written
requisition signed by one third of the total membership, stating the purpose for
which the meeting is required to be convened. The requisitioned meeting shall be
convened within 30 days of the receipt of such requisition, failing which the members
requisitioning the meeting shall be entitled to convene the meeting themselves.
Prior Notice of the Meeting
37. The Secretary General shall,
not less than 20 days prior to the ordinary meetings and 10 days prior to special
meeting, issue to each member a notice stating the time and place of the meeting.
A press announcement to that effect shall also be made by the Secretary General.
Agenda of the meeting
38. The agenda of every ordinary
meeting shall be issued at least 10 days before the meeting, provided that this
period may be curtailed by the President in special circumstances.
39. The Members must notify the Secretary
General 3 days before the meeting, if they want to table a resolution giving the
text of the same.
40. The President may with the consent
of the Council permit the discussion of a subject even though the requirement of
notice has not been fulfilled.
Quorum
41. One third of total membership
shall form the quorum of a meeting of the Pakistan Muslim League Council.
Functions of the Council
42. The Pakistan Muslim League Council
shall perform the following functions:
(a) To elect the Central office-bearers
of the Pakistan Muslim League as provided in Articles; 10 and 11;
(b) To amend the Constitution of the Pakistan Muslim League;
(c) To consider and pass resolutions with regard to all matters, arising from time
to time, relating to the aims and objects of the Pakistan Muslim League; and
(d) To affiliate, suspend, dissolve or disaffiliate a Provincial Muslim League,
or Islamabad Federal Capital Muslim League or an Overseas Branch.
Delegation of Powers
43. The Council may delegate any
one or more of its powers to the Central Working Committee, the President or any
other office bearer of the Pakistan Muslim League with such limitations and conditions
as it may deem fit to impose.
THE CENTRAL WORKING COMMITTEE
44. The Working Committee of Pakistan
Muslim League shall consist of not less than 15 and not more than 40 members. It
shall be nominated by the President from among the members of the Pakistan Muslim
League Council. The President shall nominate at least 12 members of the Working
Committee within 30 days of his election. He shall have the power to expand, reshuffle
or reconstitute the Working Committee or replace any particular member thereof whenever
he deems necessary.
45. All office-bearers of the Pakistan
Muslim League along with the Presidents and General Secretaries of Provincial Muslim
Leagues and Islamabad Capital Muslim League, FATA and Northern Areas Muslim Leagues
and specialized wings shall be ex-officio members of the Working Committee.
46. A person who ceases to be a member
of the Pakistan Muslim League Council shall cease to be a member of the Working
Committee.
47. The Working Committee shall meet
at least once every three months and as often as the President desires.
48. One third members excluding the
office-bearers shall form a quorum for a meeting of Working Committee.
49. All resolutions of Working Committee
shall be placed before the Pakistan Muslim League Council for information.
Functions of the Working Committee
50. The Working Committee shall be
the principal executive organ of the Pakistan Muslim League and shall perform the
following functions:
(i) To consider and pass resolutions
and to take necessary steps with regard to matters arising from time to time relating
to objective of the Pakistan Muslim League and to ensure that these are not inconsistent
or at variance with the creed or policy of the Pakistan Muslim League or any resolution
passed by the Convention or the Council of Pakistan Muslim League;
(ii) To take all necessary steps for giving, effect to resolutions passed at a session
of the Convention or a meeting of the Council or of the Working Committee;
(iii) To appoint from time to time and supervise the activities of sub-committees
or subsidiary bodies for carrying out such duties and functions as may be entrusted
to them, such as to deal with the affairs connected with the finances and organisation
of the Pakistan Muslim League, its affiliated branches and its various wings, advancement
of the party's aims and objectives and attend to the political challenges faced
by Pakistan Muslim League;
(iv) To approve the annual budget and to authorize payments in accordance with it
and to appoint auditors;
(v) To sanction all payments not included in the Budget;
(vi) To employ and dismiss staff and to determine their emoluments;
(vii) To collect and consider all information necessary and useful with reference
to the aims and objectives of the Pakistan Muslim League;
(viii) To ensure that Muslim League Parliamentary Parties are established to function
actively 'm various legislatures of the country; and
(ix) To perform such other functions as the Convention or the Council may empower
it to perform.
Powers of the Working Committee
51. The Working Committee shall have
the power:
(a) To control, direct and regulate
all activities of the various Provincial Muslim Leagues, Islamabad Federal, Capital
Muslim League, Northern Areas and FATA Muslim League and Overseas Branches of Muslim
League and specialized wings in consonance with the aims, objects, rules and declared
policy of the Pakistan Muslim League;
(b) To take disciplinary action against any member of the Pakistan Muslim League
who violates the decisions of the Pakistan Muslim League or acts m contravention
of its aims and objectives, and also to hear appeals against the decisions of any
other subsidiary body;
(c) To suspend, dissolve or dis-affiliate any Provincial, District or City Muslim
League which fails in its duties or ignores the decisions or directions of the Working
Committee or the Pakistan Muslim League Council or acts in contravention of such
decisions or directions or hinders the progress of the Pakistan Muslim League any
manner whatsoever subject to a right of appeal to the Council of Pakistan Muslim
League;
(d) To take disciplinary action against any office-bearer or wing or organization
affiliated to or forming part of the Pakistan Muslim League which falls in its duties,
ignores the decisions or directions of the Working Committee or the Pakistan Muslim
League Council or acts in a manner prejudicial to the interest of the Pakistan Muslim
League, subject to a right of appeal to the Pakistan Muslim League Council; and
(e) To appoint a Central Election Commission to organize and conduct elections in
accordance with the relevant provisions in Part-VI. The Commission shall consist
of three members, two of whom shall be from a Province other than the one in which
elections are being held.
(f) Any amendment to the constitution of PML shall be first passed by 2/3rd majority
of present and voting members of CWC and shall be placed before PML council in its
special/annual meeting for final approval by 2/3rd majority of present voting members.
Delegation of Powers
52. The Working Committee may delegate
any of its powers to the President or Secretary General of the Pakistan Muslim League
with such limitations and restrictions, if any, as it may deem fit to impose.
The Central Parliamentary Board
53. (i) There shall be a Central
Parliamentary Board consisting of upto 20
members to be constituted by the Central Working Committee.
Note: If at any time the Central
Parliamentary Board is not formed or fails to function, the Working Committee of
Pakistan Muslim League shall perform all the duties and functions till such time
as the Central Parliamentary Board is duly formed.
(ii) The President of Pakistan Muslim League shall be ex-officio Chairman of the
Board, the leader of the Pakistan Muslim League Parliamentary Party and Provincial
Presidents shall be ex-officio members of the Board. A member of the Board shall
be nominated to act as its Secretary.
Functions of the Board
54. The Central Parliamentary Board
shall perform the following functions:
(a) To select in consultation with
the respective Provincial Parliamentary Boards candidates for general election or
a bye-election to the seats in the Parliament;
(b) To ensure that Provincial Parliamentary Boards are properly constituted in every
province;
(c) To supervise and control the activities of the Provincial Parliamentary Boards;
(d) To hear and decide finally all appeals against the decisions of the Provincial
Parliamentary Boards;
(e) To approve rules and bye-laws framed by the Provincial Parliamentary Boards;
(f) To frame bye-laws for the Central Parliamentary Board;
(g) The Central Parliamentary Board may delegate any of its powers to the Chairman
to be exercised 'in case of emergency and with such limitations as may be considered
necessary;
(h) Five members shall form the quorum of a meeting of the Central Parliamentary
Board.
Specialized Wings
55. President Pakistan Muslim League
shall nominate, from amongst the members of PML Council, one person as President
of each specialized wing of the Muslim League, and to head the central co-ordination
committee of that wing. He shall also appoint, on the recommendations of the President
of the Wing, the Vice President, the General Secretary and any other office bearer
in the Wing, if required.
56. The Co-ordination Committee of
each specialised wing will consist of Presidents and General Secretaries of respective
wings from each province, Islamabad Federal Capital, Northern Areas and FATA (as
and when organised).
57. Presidents and General Secretaries
of all the specialized wings of a Provincial Muslim League will be appointed by
the President of the respective Provincial Muslim Leagues on the recommendation
of the President of that wing.
58. The Provincial Presidents of
a specialised wing, will in consultation with the District Muslim League, appoint
the Presidents and General Secretaries of that wing in all the Districts of their
respective provinces.
59. The Presidents and General Secretaries
of the Specialized Wings at the Centre and the Provinces will be ex-officio members
of PML Council and the Provincial Councils respectively.
CHAPTER-III
THE PROVINCIAL ORGANISATION
Provincial Muslim League
Provincial Organisation
60. For each Province of Pakistan
there shall be a Muslim League to be known as Provincial Muslim League and the area
to be served by a Provincial Muslim League shall be co-extensive with the area of
the Province for which it is constituted.
61. The organization of the Provincial
Muslim League shall consist of :
(i) Provincial Muslim League Council.
(ii) Working Committee of the Provincial Muslim League.
(iii) Provincial Muslim League Parliamentary Board.
(iv) Provincial Muslim League Election Tribunal.
(v) District Muslim League.
(vi) City Muslim League.
(vii) Tehsil Muslim League.
(viii) Union Council Muslim League.
(ix) Primary Muslim League.
(x) Women Wing.
(xi) Youth Wing.
(xii) Lawyers Wing
(xiii) Trade and Industry Wing.
(xiv Labour Wing.
(xv) Ulema Mashaikh Wing.
(xvi) Peasant Wing.
(xvii) Minorities Wing.
(xviii) Any other Wing conducive to attain the objectives of PML.
Provisions relating to the local
organisations listed at No.(v) - (ix) above appear in Chapter IV (Article 95 to
113). Provisions relating to organisations listed at No. (x) to (xviii) above are
listed in Chapter-II (Articles 55 to 59).
Provincial Council
63. (i) The Council of the Provincial
Muslim League in each Province
shall consist of members as shown below:
(a) Punjab 600
(b) Sindh 300
(c) NWFP 250
(d) Baluchistan 100
(e) Federal Capital Pakistan Muslim League 50
(f) Northern Areas 50
(g) FATA (when organised) 50
(ii) 30 members nominated by the President of a Provincial Muslim League after his
election to provide adequate representation to women, labour, youth or any other
interest group. Presidents and General Secretaries of specialized wings in each
province shall be ex-officio members of the respective Provincial Councils.
(iii) All members of the Parliament who are members of Muslim League shall be ex-officio
members of the Provincial Muslim League Council of the Province to which those members
belong.
(iv) All members of Provincial Assemblies who are member of Muslim League shall
be ex-officio members of the Council of the Provincial Muslim League of the Province
concerned.
Electoral College
63. The Members of the Provincial
Muslim League Council shall be elected by the Councils of City and District Muslim
Leagues according to the numbers of seats allocated for each District and City Muslim
League by the Working Committee of the Provincial Muslim League, keeping in view
the population of each District and City.
Functions of the Provincial Muslim
League Councils
64. The Councils of the Provincial
Muslim Leagues shall perform the following functions:
(1) to elect Provincial office-bearers and members of the Council of the Pakistan
Muslim League from the province concerned;
(2) to consider and pass resolutions with regard to all matters arising from time
to time to carry out the purposes and aims and objects of the Pakistan Muslim League;
(3) to affiliate, suspend, dissolve or dis-affiliate any local organisation specified
under Article 61.
Delegation of Power
65. The Council may delegate any
one or more of its powers to the Provincial Working Committee, the President or
any other office bearer of the Provincial Muslim League with such limitations and
conditions as it may deem fit to impose.
Term of Office
66. The term of the office of the
members of the Council shall be three years but members will continue to serve until
members of the Council are elected.
Meetings of the Council
67. (i) The Council of a Provincial
Muslim League shall meet at the discretion of the Provincial President, provided
that he shall convene at least one meeting in every calendar year.
(ii) The General Secretary of the
Provincial Muslim League shall, in consultation with the Provincial President, announce
the date, time and place of the meeting of the Council and shall issue an agenda
at least 7 days before the date of the meeting.
68. One third of the total members
of the council may requisition the meeting for a special purpose. The General Secretary
of the party shall convene the meeting within thirty days of the receipt of such
notice or 'm case of the failure, the requisitionists may convene the meeting themselves.
69. A two-day notice before the date
of the meeting of the Council shall be required by a member of the Council to move
a resolution in the meeting of the Council.
Membership Fee
70. Every member of the Provincial
Council shall pay Rs.50/- as annual subscription or as determined by the Provincial
Working Committee, from time to time. A member who has not paid this subscription
shall not be entitled to participate in the meeting of the Council.
Quorum
71. One-third of the total members
of the Council shall form the quorum.
Office-Bearers
Officer bearers
72. The following shall be the office-bearers
of the Provincial Muslim League:
(1) President one
(2) Vice Presidents As may be necessary
(3) General Secretary one
(4) Information Secretary one
(5) Finance Secretary one
(6) Joint Secretaries As may be necessary
The Provincial President may ask
one or more Vice Presidents to serve as Senior Vice President. He may also appoint
a Chief Organizer to undertake organizational work of the Party, whenever necessary.
In addition to the Information Secretary and Finance Secretary, the Provincial Working
Committee may appoint other secretaries for different functions and one or more
Additional General Secretaries, if necessary.
Term of Office
73. Every office-bearer shall hold
office for a term of three years. He may resign from his office by a letter addressed
to the President or the General Secretary. The vacancy in the office bearers shall
be filled by the Working Committee of the Province concerned.
Powers of the Provincial President
74. The President of a Provincial
Muslim League shall be the Head of the Provincial organization in the Province concerned
and shall exercise all the powers inherent in his office and shall see that all
the authorities in the Province of his, jurisdiction work in consonance with the
Constitution of the Pakistan Muslim League, rules and bye-laws.
Acting President
75. During the absence or illness
of the Provincial President, the President may nominate one of the Vice Presidents
to perform the functions of the President; Provided that the powers of forming,
expanding, reshuffling or reconstituting the Working Committee of the Provincial
Muslim League or of nominating members of the Provincial Council, shall not be exercisable
by any of the Vice Presidents when acting as President.
Vacancy of the Office of President
76. If the office of the Provincial
President falls vacant due to death or resignation before the expiry of the term
of his office, it shall be the duty of the General Secretary to convene the meeting
of the Council within seven days to elect the new President within 45 days of such
vacancy.
Duties of the General Secretary
77. The General Secretary shall exercise
all the powers delegated to him by the Working Committee or, as the case may be
the Council of the Provincial Muslim League. The General Secretary shall exercise
all powers and discharge all the duties laid down by and incidental to the enforcement
of the Constitution and generally to his office.
78. The General Secretary shall supervise
the work of the staff of the Provincial Muslim League Secretariat.
79. The General Secretary shall have
the authority to grant leave of absence with or without pay to the staff and the
authority to punish or suspend them, but all cases of dismissal shall be reported
to the Working Committee.
80. In case of emergency and in the
matters not affecting the fundamental principles of the Constitution, the General
Secretary may, with the approval of the President, take such actions on behalf of
the Provincial Muslim League as he deems expedient. Provided that any action so
taken shall be reported to the Provincial Working Committee at its next meeting
for confirmation.
Other Functionaries
81. All secretaries assigned different
functions and the Joint Secretaries shall assist the General Secretary and perform
such functions under his guidance as may be entrusted to them. During the absence
or illness of the General Secretary, the President may nominate one of the Joint
Secretaries to act as General Secretary.
Provincial Working Committee
82. The Working Committee of the
Provincial Muslim Leagues shall consist of no less then 12 and not more than 40
members. It shall be nominated by the President of the respective Provincial Muslim
Leagues from amongst the members of the concerned Provincial Muslim League Council.
The President of the respective Provincial Muslim League shall nominate at least
12 members of the Working Committee within 30 days of his election. He shall have
the power to expand, reshuffle or reconstitute the Working Committee or replace
any particular member thereof whenever he deems necessary. All the office-bearers
of the respective Provincial Muslim League shall be ex-officio members of the Working
Committee of the respective Provincial Muslim Leagues. The Working committee shall
meet as often as the President of the Provincial Muslim League desires and at least
once in every three months. One third members excluding the office-bearers shall
form a quorum for a meeting of the Working Committee. All the resolutions of Working
Committee shall be placed before the Provincial Muslim League Council for information.
Functions
83. The Working Committee shall be
the principal executive of the Provincial Muslim League and shall perform the following
functions:
(1) To consider and pass resolutions
and to take necessary steps with regard to matters arising from time to time' relating
to objectives of the Provincial Muslim league and to ensure that these are not inconsistent
or at variance with the creed or policy of the Pakistan Muslim League or any resolution
passed by the Council of Pakistan Muslim League;
(2) To take all necessary steps for giving effect to resolutions passed at a session
of the Council or the Working Committee;
(3) To appoint from time to time and supervise the activities of sub-committees
or subsidiary bodies for carrying out such duties and functions as may be entrusted
to them, such as to deal with the affairs connected with the finances and organisation
of the Provincial Muslim League, its affiliated branches and its various wings,
advancement of the party's aims and objectives and attend to the political challenges;
(4) To suspend, dissolve or disaffiliate any District/City Muslim League or their
subsidiary organisations or wings, which fall in their duties or violate the decisions
or directions of Provincial Muslim League or Pakistan Muslim League, subject to
a right of appeal to the President PML;
(5) To take disciplinary action against any member of the Muslim League who violates
its decision or acts in contravention of the aims and objects and to hear appeals
against the decision of any other subsidiary body;
(6) To approve the annual budget and to authorise payments in accordance with it
and to appoint Auditors;
(7) To sanction all payments not included in the budget;
(8) To nominate members of the Provincial Parliamentary Board and the Provincial
Election Authority;
(9) To collect and consider all information necessary and useful with reference
to the aims and objectives of the Provincial Muslim League;
(10) To perform such other functions as may be entrusted by the Council.
Provincial Parliamentary Boards
84. There shall be a Provincial Parliamentary
Board consisting of upto 12 members to be nominated by the Working Committee of
the Provincial Muslim League Council on the recommendations of the Provincial President.
The President of the Provincial Muslim League shall be an ex-officio Chairman of
the Parliamentary Board. The Leader of the Assembly party shall be ex-officio member
of the Parliamentary Board. The Board shall elect its own Secretary.
Functions
85. The Parliamentary Board shall
perform the following functions:
(a) To select the candidates for
the Provincial Assemblies of the concerned Province in consultation with the respective
district office bearers of the party.
(b) To recommend names of the candidates for election to the Parliament in consultation
with respective district office bearers of the party for the consideration of the
Central Parliamentary Board.
(c) To see that Muslim League Parliamentary Parties are established in the Provincial
Assemblies.
(d) To frame rules and bye-laws for the Provincial Parliamentary Board. The Provincial
Parliamentary Board may delegate any of its powers to the Chairman to be exercised
in the case of urgency, subject to such limitations as may be deemed necessary.
(e) One third members of the Provincial Parliamentary Board shall form the quorum
of the meeting.
(f) Any person aggrieved by the decision of the Provincial Parliamentary Board may
prefer an appeal to the Central Parliamentary Board.
Provincial Election Authority
86. Working Committee of the Provincial
Muslim League may appoint a Provincial Election Authority consisting of 5 members.
Functions
87. The functions of the Provincial
Election Authority shall be:
(a) to supervise the Party elections
at all tiers in a Province;
(b) to frame bye-laws for its working.
Provincial Election Tribunal
88. The Working Committee of the
Provincial Muslim League shall appoint a Provincial Election Tribunal which may
consist of a Chairman and two members. The Provincial Election Tribunal shall hear
appeals and petitions against the election to any tier of the party in a Province.
ISLAMABAD FEDERAL CAPITAL MUSLIM
LEAGUE
89. For the Islamabad Capital Area
there shall be Muslim League known as Islamabad Federal Capital Muslim League and
the area to be served by the Federal Capital Muslim League shall be co-extensive
with the area of the Federal Capital.
90. The Council of Federal Area Muslim
League shall consist of 50 members to be elected by the Council of District Muslim
League and City Muslim League in the following manner:
District Muslim League (Rural) 25
City Muslim League (Urban) 25
91. All the provisions of the Constitution
relating to the Provincial Muslim League in Chapter-III and Local Organisations
in Chapter-IV, shall mutatis mutandis apply in case of Islamabad Federal Capital
Muslim League as far as applicable.
NORTHERN AREAS MUSLIM LEAGUE
92. The Council of Northern Areas
Muslim League shall consist of 50 members.
93. The provisions of the Constitution
relating to the Provincial Muslim League and Local Organisations shall mutatis mutandis
apply in case of the Northern Areas Muslim League.
FATA MUSLIM LEAGUE
94. The provisions relating to the
Provincial Muslim League shall mutatis mutandis apply to the FATA Muslim League
as and when constituted.
CHAPTER - IV
LOCAL ORGANISATIONS
District Muslim League
95. The Council of the District Muslim
League shall consist of the representatives of the Tehsil and Town Muslim Leagues.
Every Tehsil or Town Muslim League shall elect 20% of its members up to a maximum
of 10, as members of District Muslim League Council
City Muslim League
96. In all the Municipal Corporations
and Municipal Committees, City Muslim Leagues shall be formed. The Working Committee
of a Provincial Muslim League shall have the power to allow the formation of more
than one City Muslim League considering the density of population of a big city.
City Muslim Leagues in a Municipal Corporation will be directly under the Provincial
Muslim League. Other City Muslim Leagues will work under their respective District
Organisations.
Council of City Muslim League
97. The Council of the City Muslim
League shall consist of elected representative of the Primary Muslim League who
shall be elected as follows:
for first 200 primary members, one Councilor and for every 200 members one additional
Councilor. The elected Councilor of a Municipal Committee or Corporation who are
members of Pakistan Muslim League, shall be ex-officio members of the Council of
the City Muslim League.
Office Bearers
98. The following shall be the office-bearers
of a District or City Muslim League:
(1) President one
(2) Vice President As may be necessary
(3) General Secretary one
(4) Finance Secretary one
(5) Information Secretary one
(6) Joint Secretaries As may be necessary
(7) Office Secretary one
Working Committee
99. The President of the District
or City Muslim League as the case may be, shall nominate a Working Committee consisting
of 25 members. The office-bearers of the District and City Muslim Leagues shall
be the ex-officio members of the Working Committee. There shall be at least one
meeting every three months.
Divisional Co-ordination
100. Where District Leagues within
a particular division find it necessary, a Divisional Co-ordination Committee consisting
of the Presidents and General Secretaries of the District Muslim Leagues, can be
formed with the approval of the Provincial Working Committee to co-ordinate party
activities within the Division. The Committee will elect its own convenor. Even
in Divisions where such a co-ordination mechanism is set up, the District Muslim
League will continue to work directly under the supervision of Provincial Muslim
League.
Tehsil and Town Muslim Leagues
101. There shall be a Tehsil Muslim
League 'in each Tehsil. Similarly there shall be a Muslim League in every Town which
has a Town Committee in a notified area. All Tehsil and Town Muslim Leagues shall
be affiliated to the District Muslim League. The Provincial President may also authorize
the setting up of PML units on a provincial constituency basis instead of a Tehsil.
102. The Tehsil and Town Muslim League
shall supervise the activities of the Primary Muslim Leagues within their respective
territorial jurisdiction, and shall be authorised to affiliate or dis-affiliate
the Primary Muslim Leagues. Any Primary Muslim League aggrieved by the decision
of the Tehsil Muslim League shall have the right of appeal to the Working Committee
of the District Muslim League.
Composition of Tehsil/Town Muslim
League Council
103. The Council of the Tehsil/Town
Council shall consist of the elected representatives of the Primary Muslim Leagues
who shall be elected as follows:
For upto two hundred Primary members, one Councillor, and for every additional 200
members or part thereof, one Councillor, upto a maximum of five Councillors for
one Primary Muslim League.
Meetings
104. The Tehsil/Town Muslim League
Council shall meet as often as the President desires, but shall meet at least three
times in a. calendar year. The quorum of the meeting of the Council shall be one
fifth of its total membership.
105. One tenth of the total members
of the Tehsil/Town Council may requisition a meeting of the Council for a definite
purpose which shall be stated in the Requisition Notice. The General Secretary of
the Tehsil/Town Muslim League shall be bound to summon the meeting of the Council
within fifteen days of the receipt of the notice. If the General Secretary fails
to do so, the members requisitioning the Council meeting shall have the right to
summon the meeting.
Membership Fee
106. Every Councillor of the Tehsil/Town
Council shall pay Rs.20/- as annual subscription to the Tehsil/Town Muslim League,
failing which he shall not be allowed to attend the meeting of the Council.
Office-Bearers of Tehsil/Town Muslim
League
107. (i) The Council of the Tehsil/Town
Muslim League shall elect the
following office-bearers from amongst its members:
(1) President one
(2) Vice Presidents (as may be necessary)
(3) General Secretary one
(4) Financial Secretary one
(5) Information Secretary one
(6) Joint Secretary (as many as necessary)
(ii) The election of the office bearers shall take place in a meeting of
the Council.
Working Committee
108. (i) The President of the Tehsil
and Town Muslim League shall, within
ten days of his election, nominate the Working Committee consisting of fifteen members
out of the members of the Council. All the office bearers of the Tehsil/Town Muslim
League shall be ex-officio members of the Working Committee.
(ii) The quorum of the meeting of the Working Committee shall be
one third members excluding the office-bearers. There shall be at least one meeting
every three months.
Union Council Muslim League
109. In case of large villages, which
constitute a Union Council, the Union Council Muslim League will be the Primary
League, subject to the provision in para 111. In cases, where one Union Council
has several Primary Muslim Leagues, the Union Council Muslim League will constitute
a higher tier and will be organised in accordance with the provisions 'm para 108.
Primary Muslim League
110. There shall be a Primary Muslim
League in every:
(1) village where there are at least
200 members of the Muslim League. A Primary Muslim League may initially be started
with 50 members only. The Working Committee of the District Muslim League may allow
more than one Primary Muslim League in a village or more than one villages to be
grouped together to form a Primary Muslim League; and
(2) ward of a city having at least
200 members of Muslim League. A Primary Muslim League may initially be started with
fifty members only. The Working Committee of the City Muslim League may allow more
than one Primary Muslim Leagues in a ward.
Office-Bearers of Primary Muslim
League
111. The following shall be the office-bearers
of a Primary Muslim League:
(1) President one
(2) Vice President As may be necessary.
(3) General Secretary one
(4) Finance Secretary one
(5) Information Secretary one
(6) Joint Secretary As may be necessary.
(7) Office Secretary one
112. Every member of the Primary
Muslim League shall be the member of its Council. The Council shall elect the office-bearers
of the Primary Muslim League.
Working Committee of Primary Muslim
League
113. The President of the Primary
Muslim League in consultation with other office bearers shall nominate his Working
Committee consisting of 15 members. The office-bearers of the Primary Muslim League
shall be ex-office members of the Working Committee. There shall be at least one
meeting every three months.
CHAPTER - V
OVERSEAS ORGANISATION
Overseas Branches
114. The Pakistan Muslim League shall
have its branches in all such countries where fifty or more members of PML reside
permanently. More than one country may form a joint branch 'm exceptional circumstances
with prior approval of Secretary General PML. Notwithstanding the provision in Article
6, foreign passport holders who were born in Pakistan, will also be eligible to
become members of an overseas branch.
Organisational Structure
115. PML branches can be set up in
each city with 50 or more PML members. Such branches, apart from electing their
own office bearers will also elect one councillor for every 50 members to the council
of the PML at the country level. This council will elect the office bearers for
the country level branch of the PML. In other matters all overseas branches will
function on the pattern of a Provincial Muslim League and, for that purpose, the
provisions of the relevant Articles shall, mutatis mutandis apply. Variations may
be made to suit local conditions with the approval of Secretary General PML.
Membership
116. Membership fee in each country
will be fixed periodically by its Council, which will also determine the manner
in which these funds are utilized.
Affiliation
117. All Overseas branches shall
be affiliated with the central organisation of Pakistan Muslim League and shall
function under its control and supervision.
Organizing Committee
118. In countries, where a PML branch
does not exist or in countries in which the branch needs to be re-organized, the
President of Pakistan Muslim League may appoint an Organizing Committee to establish
or re-organize the Overseas branch of the Party and to hold elections at the appropriate
time.
Representation on Central Bodies
119. The President and General Secretary
from each Country shall be ex-officio member of the Council and the Convention of
PML and shall have the power to nominate another member to represent them 'm the
Convention but not in the Council.
CHAPTER - VI
ELECTIONS
Secret Ballot
120. (a) The Pakistan Muslim League
shall hold party elections at all levels
in a free and fair manner and by secret ballot. As far as possible, efforts will
be made to achieve the objective of election by consensus.
(b) The party will hold election after expiry of 3 years term from the date of previous
elections at Central/Provincial/Local levels through secret ballot.
(c) Eligibility: Any member of the electoral college may contest election for the
offices for which electoral college is constituted.
Central Election Commission
121. Elections of Office-bearers
of the Pakistan Muslim League at the national level shall be organized and conducted
by the Central Election Commission.
122. The Central Election Commission
shall consist of five members appointed by the CWC prior to each election. The existing
office bearers of PML and the candidates for an election shall not be eligible to
become members of the Commission.
Provincial Election Authority
123. The Provincial Election Authority
nominated by the Provincial Working Committees shall organize and conduct election
of office-bearers of the Provincial Muslim League. It shall consist of five members
of which at least two shall be from outside the Province concerned. The existing
office-bearers of Provincial Muslim League and the candidates for an election shall
not be eligible to become members of the authority.
District Election Authority
124. The District Election Authority
shall organize and conduct elections at the District and local level. Each such
Commission consisting of five members shall be appointed by the Working Committee
of the respective Provincial Muslim League and at least two of its members shall
be from out-side the District concerned. The existing office-bearers of Provincial
and Central Muslim League and the candidates for any District and local organisation
of the party shall not eligible to become members of the Commissions.
Electoral College
125. The President of Pakistan Muslim
League shall be elected by the Council of Pakistan Muslim League and the President
of a Provincial Muslim League shall be elected by the Council of Pakistan Muslim
League concerned.
Bye-Election
126. All casual vacancies arising
in the ranks of the office-bearers shall be filled by the concerned Working Committee
subject to subsequent confirmation by the Council of respective Muslim League.
Settlement of Election Disputes
127. The Working Committee concerned
shall appoint an Election Tribunal for hearing of appeals and petitions against
election to the respective organisations of Muslim League.
128. Each Election Tribunal shall
consist of one Chairman and two members.
129. A Tribunal shall regulate its
own procedure for hearing and disposal of appeals and petitions relating to election
as expeditiously as possible.
CHAPTER - VII
FINANCE AND ACCOUNTS
Membership Fee
130. Every Provincial Muslim League
shall pay to the Pakistan Muslin League ten percent of its income from the membership
fees.
Accounts of Income
131. All fees received from members
of the Convention and -the Council as well as donations and contributions collected
from time to time shall be accounted for properly as income of the Pakistan Muslim
League.
Deposit in Bank
132. The funds of the Pakistan Muslim
League shall be deposited 'm the name of Pakistan Muslim League with a bank approved
by the Working Committee.
Operation of Accounts
133. The Finance Secretary shall
be authorised to operate the Bank account of PML jointly with any other office-bearer
nominated by the President.
Distribution of Funds
134. (a) Funds collected through
the enrolment fee of the membership shall
be distributed amongst the Primary Muslim League, Union Council Muslim League, Tehsil
Muslim League, City Muslim League, District Muslim League and Provincial Muslim
League, in accordance with the instructions issued from time to time by the Provincial
Muslim League.
(b) No donation, contributions or funds (in any form) will be accepted from multi
national or domestically incorporated public or private company, firm, trade or
professional associations. Party will only accept donations from party workers and
Pakistani citizens.
Annual Statement of Finance and Accounts
135. Proper account of income and
expenditure shall be maintained by the respective Finance Secretaries for a fiscal
year at the Central, Provincial and Local level and the annual statement of finance
and accounts shall be presented to the Working Committee concerned within two months
of the close of financial year (July to June).
Audit of Accounts
136. The General Secretary shall
arrange audit of the accounts periodically and the report of audit shall be presented
to the Working Committee concerned along with the Annual Statement of Finance and
Accounts.
Submission of Accounts to Election
Commission
137. The Finance Secretary of the
Pakistan Muslim League shall submit the statement of Finance and Accounts to the
Working Committee for approval before its submission to the Election Commission
of Pakistan as required by the Political Parties Rules, 1986.
Accounts of Overseas Branches
138. (a) The provisions of Article
130 to 137 shall also apply to the
finances and accounts of the Overseas Branches of PML Subscription fee shall be
decided by each Branch and fluids thus generated shall be utilized locally.
(b) Party will not receive/accept aid or contribution, financial or otherwise, from
any government or political party of a Foreign Country or any portion of its funds
from Foreign national.
CHAPTER - VIII
MISCELLANEOUS
Amendment of Constitution
139. The Constitution of Pakistan
Muslim League (N) may be amended by the Council of Pakistan Muslim League by at
least two-third majority of the members present and voting on the recommendation
of CWC, which will approve the proposed recommendations by at least two third majority
members and voting.
Decisions by Majority Vote
140. All matters shall be decided
by majority of votes, provided that if division is demanded at a session, the voting
shall be recorded in accordance with the number of members allocated to the provinces
under the Constitution.
Powers to make rules
141. The President shall, with the
approval of the Central Working Committee, make rules for carrying' out the purposes
of the Constitution.
Removal of Difficulty
142. If any difficulty arises 'in
giving effect to any of the provisions of the Constitutions, the President of Pakistan
Muslim League may make such provisions for the removal of the difficulty as he may
deem fit.
Office-bearers to hold Office till
Election
143. If the term of an office-bearer,
a member of a Committee or any other body of PML expires, he shall continue to perform
his duties as such till his successor in office is elected, or as the case may be,
nominated by the competent authority.
Membership of Parliamentary Party
for Independent Members
144. Independent Members of the Parliament
or Provincial Assemblies may become members of the Muslim League Parliamentary Party
in the Parliament or as the case may be, in a Provincial Assembly by signing a pledge
to the effect that they shall abide by the decisions or orders of the Parliamentary
Party of Pakistan Muslim League from time to time.
145. If any dispute arises between
member and party on Principal or aims and objectives of the party, the matter will
be referred to 3 members committee constituted by the Party President or the Working
Committee.
Performance Reports.
146. All central office bearers and
Provincial Organizations shall forward performance report to the Party President
every quarter for presentation to CWC through Secretary General. Likewise, all district
organizations and provincial office bearers shall present performance report to
respective Provincial President for presentation to Provincial Working Committee
through respective General Secretary.
Ethic and Discipline Committee
147. (a) There shall be a national
and provincial level Ethics and Discipline
Committee
(b) Respective President shall nominate 5 members committee to be headed by a senior
member in consultation with respective working committee.
(c) Functions:
(i) " The committee will perform functions of ensuring that the activities of office
bearers at all levels are discharged in accordance with the constitutions of the
party and with honesty in light of directions given by the CWC. "
(ii) Respective President or Working Committees may refer complaint against any
office bearer of the party to respective ethic and discipline committee for investigation
and recommendations to respective president for action.
148. Any member of the party shall
have the right to get a copy of any proceeding/document of the party after paying
requisite fee as decided by party from time to time.
149. (i) No office bearer of the
party will hold govt. and party offices at a
time.
150. A member or group of member of the party may nominate in writing any other
member/group of the party as delegate to represent him or them and cast his/their
vote in party meeting:
" Provided that the so nominated
member/members must be the member of that forum. The nominator must inform the party
President and Secretary General/General Secretary in writing with his signature
5 days prior to the meeting with the name/names of the delegate."
Definitions
151. In this Constitution,
(a) "Article" means an Article of
the Constitution of Pakistan Muslim League,
(b) "President" means the President of Pakistan Muslim League referred to under
Article 14.
(c) "Clause" means clause of the Article of this Constitution.
(d) "Constitution" means the Constitution of Pakistan Muslim League,
(e) "Local organisation" means a branch of Pakistan Muslim League established in
a district or a city and organisations under it.
(f) "Overseas Branch" means a branch of Pakistan Muslim League established in a
foreign country in accordance with Part V.
(g) "Part" means part of this Constitution.
(h) "Citizen" means a citizen of Pakistan as defined by the Citizenship Act, 1952.
(i) Members, means Pakistani Citizen including overseas Pakistani those living abroad
with Pakistan origin and who possess valid party membership card.
