Senior Advisor to Chief Minister Punjab Sirdar Zulfiqar Ali Khan Khosa has said that the steps are being taken for necessary amendment in rules of business and law in the light of 18th Amendment as the powers of most of the departments are being delegated to the provinces and concerned assets would be handed over to the provincial authorities.
However, he directed the high ranking officials of provincial administration to speed up working on the formulation of powers & duties of the departments after 18th amendment as the concurrent has been omitted and majority of the subject matters stand devolved on the Provinces.
He expressed these views while presiding over the meeting of cabinet committee on concurrent list at 90-SQA. The meeting was attended by Finance Minister Tanvir Ashraf Kaira, SMBR, and Secretaries of Law, Finance, Labour, IC&YA, Auquaf, Home, Health, Education, Zakat & Usher and Population Welfare Departments besides high ranking officials.
Sirdar Zulfiqar Ali Khan Khosa also directed that funds and assets to be handed over to the provinces should be utilized for the welfare of the people and the respective departments should adopt a clear cut policy and made amendment in rules `of business wherever required.
The participants of the committee were briefed by the respective Secretaries/high ranking officials regarding proposed amendments in rules regarding labour welfare, health, higher and school education, IC&YA, Auqaf, population welfare, zakat & usher, home, revenue and other departments after the abolition of concurrent list. The administrative departments after suggesting amendments in existing laws have forwarded amendments and proposed new laws to the Provincial Law Department, it concluded.
